There will be something else. I do exactly like you said. realized that when i started to think about, how to transfer 2.3.0 items to PS4 as they would disappear if you log in to PS3.
Tried to delete save file, started game from beginning. Created few new characters. Transferred a couple of items to see if that will change anything, But still the same.
For me it's not even randomly, account i logging in first is always going to 210, and the other one to 20.
