You mean the TIER, go to properties, TIer and change it to a higher level weapon or the smart thing, a russian fast sword, this will change the speed of the weapon.

Those are people using gems with transmogs that don't belong on that part of there body to black out a certain area to make them look stupid. you will see people with swords coming out of there heads and shoulders and boots affixed to their weapons, i have seen some really dumb things and its not worth it just to say "hey look at me, my characters look stupid, check it out".
