Certain skills or weapons had it in D3 vanilla, before it was removed apparently though.

I thought they experimented around again with crushing blow in the 2.0 era on the PTR. Regardless, you can view certain types of experimentation with affixes not in the game as an attempt to discover if there is vestigial code lurking around in the game. And we know that, in many cases, that vestigial code continues to exist for a long while with some affix types. So it's not unreasonable to at least experiment to see if the affix does or does not work, even if it's not supposed to really be there.
