The billion percent ring can still be brought into the game as of today(11/7/2016)
Tutorial:
1: Make about ten rings with the stats you want on the billion percent ring!
2: Copy the gbid of the billion ring1
2.5: Highlight the set of rings!
3: (Heres the fun part) QUICKLY change them all to the right test ring by using the CTRL + Insert, or CTRL + V cant rememeber which one.. when you have the item(Billion ring) copied!
4: AS SOON as the rings are done savng, QUICKLY save all and encrypt!
Im not sure why it only works like that, but it does(atleast for me)

Now load into PS3 with that save and export it to PS4! Atleast one will work!
NOTE: Once this sucessfully comes into the game, You can copy it to your locker and wont have the repeat the steps.Im not sure why it only works like that, but it does(atleast for me)
